President Roosevelt appointed Bush to Chairman of the National Defense Research Committee in 1940 to help with World War II.

In 1941, Bush was appointed Director of the newly created Office of Scientific Research and Development (OSRD), established to coordinate weapons development research.

After the war, Bush introduced a fellowship program at the Department of Plant Biology in an effort to introduce bright young minds and new ideas to the institution.

In 1945 a seminal article appeared in The Atlantic Monthly.

He recognized the limitations in how that information was accessed.

In 1940, under threat of war, Bush met with President Roosevelt and created the National Defense Research Committee, whose goal was to facilitate scientific research during the war.

He was appointed president of the Carnegie Institution for Science from 1938 until 1955.

But he was also an inventor and invented several types of machines—the profile tracer, the justifying typewriter and the differential analyzer which was used in World War II to calculate ballistics table.

As early as the 1930s he was concerned about the glut of information coming out of academia and the government and wanted to improve the way people accessed, stored and communicated information.
